0.1.0→0.2.0: Added special_programs: maps HTS 'special'-column Special Program Indicator (SPI) symbols to the origins eligible to claim each active reciprocal FTA (USMCA 'S'/'S+', CAFTA-DR 'P'/'P+', and the bilateral FTAs AU/BH/CL/CO/IL/JO/KR/MA/OM/PA/PE/SG). When an origin matches, /duty now surfaces a 'preferential' line item and assumption (informational, never folded into the MFN total). Unilateral preference programs (GSP 'A', AGOA 'D', CBERA 'E') are intentionally omitted because their authorization lapses/renews..
